Reason it was developed

To make adult education more effective and aimed at qualifying for work or further studies. Modular structured training is flexible and differentiated instruction, organized into smaller units. Participants are assessed and placed at the appropriate level and receive a certificate of competence for each completed module. With the new modular structured curricula, no one will have to undergo more training than necessary to achieve the desired total competence by the end of the course module. Within The Completion Reform modular structured training will be a mean to help more adults obtain a trade certificate, which is meant to adapt in a better way to the qualification needs of the labour market in Norway. Training Based on Needs Adults have the right to an assessment of real competence. This means that the training should build on the skills the adult already has. Based on the real competence assessment, the adult can get all or parts of modules approved. There is no set training time for the modules. Content of the Curricula The modules all together cover the entire content of the ordinary curriculum of the vocational education for the third year in school (vg3). In addition, competence goals from vg1 and vg2 that are relevant are also included. All training courses include training in selected competence goals from Norwegian/Norwegian as a second language and social science. The curriculum will contain relevant competence goals from Norwegian vg2 vocational education programs and social studies vg1 and vg2. PTA - Preparatory Training for Adults: All subjects have their own curriculum. The subjects in are divided into four modules and have an adult -, second language -, and resource perspective. The training of Norwegian language is an essential part of all subjects and based on the European Framework of Reference for Languages. The final competence for module four is placed at level 2 in the National Qualifications Framework (NQR) and the Norwegian level is equivalent to level B1/B1+ in the language framework. The content of the curricula is adapted to the PTA target group and their learning context. Therefore, the curricula will appear different and more compressed than the curricula for the 10th grade in regular primary school, nevertheless both will provide a basis for admission to upper secondary education. In addition, there is a basic module for participants who have not learned to read and write previously. The PTA opens up the possibility to start with the basic module and finish with an exam in module 4.

Preparatory Training for Adults, includes the following subjects: • Norwegian for linguistic minorities (second language learning) • Norwegian • Social science • Natural sciences • Mathematics • English • The basic module with the aim to receive basic reading and writing skills The 13 vocational education programs in modular form • Concrete work • Health care work • Fishing and catching • Logistics • Production technology • Recycling • Carpentry with specialization • Cleaning operator • Plumbing • Painting and surface techniques • Sales • Chef • Dietary chef Training in Norwegian and social studies applies to all subjects on the list and must follow one of these curricula: • Norwegian and social science studies • Norwegian and social science studies for linguistic minorities Use of Curricula The curricula are designed for use in apprenticeship companies and schools. Modular structured curricula can be a means of qualification within the introduction program and labor market measures. The apprenticeship company and the county authority enter into agreements on the distribution of responsibilities for training. For example, the county authority may take responsibility for the training in competence goals from common subjects and program subjects at vg1 and vg2.
